why does "Outlook synchronizing folders" stop me from sending emai

Versions - Outlook 2007 (or Windows Mail Version 6.0.6000.16386), with
Windows Vista

Outlook (and Windows Mail) have both stopped allowing me to send emails. (I
know this is not a problem with my ISP, because I have managed to use my
laptop to connect with Outlook Express on WinXP). The problem started when I
imported a contact list from Windows Mail into Outlook. Ever since then,
whenever Outlook is running, there is an icon in the notification area which
says "Microsoft Office Outlook is synchronizing folders".
When I then try to use "Send/Receive" in Outlook (or in Windows Mail), the
server times out and I get the following message -
"Task '(insert my email address here) - Sending' reported error (0x8004210B)
: 'The operation timed out waiting for a response from the sending (SMTP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'"

As I said, this is not a problem with my ISP because it works fine on my old
laptop.
Some help would be sincerely appreciated.

HI Dr I have the same issue with sending mails, receiving ok! and no problem
with "Microsoft Office Outlook is synchronizing folders".
Anyone any Idea's is driving me mad!

Sorry, doesn't help me because it's a problem in Outlook 2007, not with 2002
(nor with XP).
Also, I KNOW it's not my router, because I ran the laptop through the same
router. Everything worked absolutely fine on this computer until I imported
contacts from Windows Mail.

I notice that there are lots of answers for people who have problems
receiving their mail but none for people who are having problems sending when
"Outlook is synchronizing folderrs".
