why does Outlook 7 synchronize folders every three minutes

XP Pro, Office Enterprise 7 -- Outlook hangs approximately every three
minutes while "Synchronizing folders," shutting down all
sending/receiving/composing of e-mail. I have turned off Microsoft Exchange
and have no RSS feeds, yet this infuriating practice continues constantly.
Any suggestions? I have tried repairing my .pst file and archived my inbox,
as well as completely uninstalling Office and reinstalling.

Do you mean to say that you have set the polling interval to three minutes,
or do you mean that it hangs every three minutes no matter what polling
interval you set?
 
What is your exact version number of Outlook? Help-> About...
Which and how many email accounts do you have configured?
To what value do you have your automatic send/receive interval set to?

Do you have a virus scanner installed which integrates itself with Outlook?
Uninstall this integration part of your virus scanner and try again; you'd
still be sufficiently protected by your on-access scanner part of the virus
