Why does noone offer any help? Outlook 2k

I posted on May 22nd and not one suggestion of help was left to the following question

I'd appreciate your help with an OUTLOOK 2000 question

I can't figure out how to send an HTML encoded newsletter via MS Outlook 2000. I've tried several things and have exhausted my ideas. Even tried viewing in IE6 and the File, SEND - Page By Email but Outlook 2000 drops it in as an attachment

I'm sure or hope it's an easy answer but I can't find it addressed in KB articles either. Is there a "how-to" article somewhere

How are you creating the HTML mail?
(Word, FrontPage, etc)
