Why does my Outlook reply window only open in full size ?

When initially opening a reply window in Outlook the window is full sized.
This is a recent occurrence and is very annoying. How do I get Outlook to
open a reply window in a smaller size?
 
resize it as you like then close it (close all other outlook message windows
first)- the next time it should open to your desired size.

I've tried resizing the window and then closing it, but the problem persists.
