I have an Access 2003 reportthat includes a header and a footer. The body of
the report can be only 2 lines long, or can grow to 40 lines. However, even
though the body only contains 2 to 4 lines, I still receive a Page 2 to the
report with the header and footer as the only information on it. This wastes
a lot of paper. In the print preview mode, it also shows me both pages.

The total size of all of the report sections plus your margin settings are
too large to fit on a single sheet of paper. It is the section real estate
that matters, not just the area where you have controls placed. The
sections are either too tall or too wide (width is usually the problem).

Another possible cause of that effect is if you have a blank
report footer with its ForceNewPage property set to Before
Section.
