Why does MS play these FIX games???

The issue with the QFEs is, as Ronald L. explained recently, that Hotfixes
are not cumulative. If you've installed Hotfix A, there's no a-priori
guarantee that Hotfix B will work for you. For that reason, hotfixes are
only available through PSS so they can track which other hotfixes you've
installed to know if there is likely to be a problem before you try it.

More frequent service packs would be nice, yes.

I see.
But why do we have to actually contact them, not just fill in a form
notifying them of our requirement for the particular fix?
Also, when I have come across one of these fixes, I had to contact the paid
support number in order to request it. Not very beneficial in the middle of
the night, or if there is no credit on the credit card.
Any further insight?
