Why does modem retain settings?

I disconnected the desktop and plugged an ethernet into the laptop with the
same settings as the desktop. It wouldn't connect, until the broadband modem
was switched off and on. I didn't think the modem stored any info
(transparent-- like water through a pipe(?)). Would someone give me an
insight (link?) into the technology?

[This was answered a while back. The cable modem reads the MAC
address from the NIC. When doing this change the cable modem
must be reset, (turned off then back on ((some require two or more
minutes)). Then the PC rebooted for DHCP to take effect.
