Why does Messenger enable itself?

I have unchecked 'Run this program when Windows starts',
but I frequently see the Messenger icon go from disable
condition to "live" condition. I haven't yet seen what
condition(s) cause this to happen. When I notice, I
disable Messenger again, but sooner or later it will
return to life. Does anyone know what causes this and
how to stop it?
