Why do updates not install latest DLL version?

I've noticed that msvcrt.dll is still the 7 Dec 1999 version of the DLL.

I have SP4 and there were updates in each SP, at least thru SP 3.

Why are not the updated versions installed?

Likely similar story with other DLLs.

In addition, some products have installed more recent msvcrt.dll, but the
one in the system32 directory is not changed.

How do I get the latest versions of DLLs?

You are not going to believe this!
I sure don't!

Just before posting this thread, I checked and found the version of
msvcrt.dll was 6.1.8637.0.

Well, in the past few minutes, the version has become 6.1.9844.0!!!!!

The system is a multiboot system, so I took a look at the msvcrt.dll version
in the other OS.
All were 6.1.9844.0.

I then went back and checked the current OS, it had changed to 6.1.9844.0!!!

Is this (ab)normal behavior?

Are you sure you were looking at the right copy of the file the first
time? There are 12 copies of msvcrt.dll on my system, of at least 8
different version. The one in system32 is 6.1.9844.0,

Yes, I had checked only the copies on the J drive, where the latest OS
lives.
I did this more than once.

The version did not change until AFTER I checked the dates on the other
drives with an OS, they all had 6.1.9844.0.

Well then, it must be magic. There's no other rational explanation.

The only explanation I can think of is that when Windoze update ran, or when
I installed an SP, the version of msvcrt.dll (and perhaps others) got
updated on the C drive, instead of the J drive on which the OS lives. I
should search the registry for any references to the C drive.

Note that I saw such misbehavior with an update to IE a number of years ago.
