Why do published pages not match those on my desktop?

I am using Front Page 2003. I have recently upgraded from an older version.
Since doing this my website pages do not match what I have created on my
desktop. I look at the pages in my files, save and then publish and still
they are different. What am I doing wrong? Before changing versions my
website was exactly as I wanted it. After attempting to add a page and to
change some text on some of the other pages it is a mess! My titles and
borders are gone; navigation buttons are all over the place as well. Can
anyone help me?

Are publishing the complete site or selected pages? If selected page, do a full publish at least
once, then use the Change Page only option thereafter. Avoid using Selective Publishing.
