Why do outlook 2000 users get XML instead of invite from 2003?

I am running XP and Outlook 2003. My Team is running 2000 and Outlook 2000.
When I sena n invite, all but one team member, receives an Outlook invite
that contains only XML and does not allow them to "accept" or deny the
meeting and does not place anything in their calendar.
 
A known issue with Outlook 2000 and how it handles later version invites
with a reminder included. Workaround is to not use a reminder or get the
hotfix for Outlook 2000 from Microsoft PSS.

In addition to what Milly suggsted, to resolve this issue, you can do one of the following:

-- Contact Microsoft Product Support Services to obtain the Outlook 2000 post-SP3 hotfix described in this article: http://support.microsoft.com/?kbid=823199

-- Tell the senders to remove any reminder before sending you an iCal meeting request.

-- Tell the senders to send to you in native Outlook meeting request (RTF) format, not as iCal.

So where can we find this hotfix? I spent 10 minutes searching the
knowlegebase. The closest I found was this hotfix:

811167. My computer claims that it's already installed.

So you want $35 to send me an existing hotfix on a known bug? That's insane.
I get better support from freeware.
On the other hand, turning off "Use iCal for Internet requests" seems to
have worked. Fortunately only a couple of people in our office have OL2K3,
and we're sure as hell not going to upgrade any given all the problems we've
had with it.

Calling Microsoft support and asking for a hotfix does not incur any charges.
