Why do I need administrator authority for TS?

Any user on my W2K server must have administrator rights
to use TS. Even though there are groups created and used
for TS. Why do my users need administrator rights?
 
They should *not* need administrator rights!
What they do need is permission on the rdp-tcp connection and the
right to logon locally to the TS. If your TS is also a Domain
Controller, you will need to give them this right in the Default
Domain Controller GPO (which is why it is not recommended to run TS
on a DC).

If this doesn't help, please repost with the exact error message that
normal users get when they try to start a TS session, or check:
