Why do I have to pay 35 dollars for help?

MY problem :

Every time I go to Window update this Patch is still
there to download. I have already downloaded the patch;
but it keeps coming back to download in Windows update.
Now by accident - I have this patch on my PC four times.
Isn't Windows update suppose to scan your PC for needed
updates? If this is true; why is it adding the same Patch
to update again? HELP!
