Why do I have to click on the 'send/receive' button in Outlook 20.

I use Outlook both at work and at home. At work, I am notified whenever I
get a new email. At home, however, I have to constantly click on the
'send/recieve' button to check of new messages. I have gone to Tools >
Options > Email > Advanced Options and selected all three notifications
options, but it still does not 'see' new messages unless I click the
'send/recieve' button.

Do you use Exchange as your email server at work? With exchange, it
effectively 'pushes' new mail out to you. When you're at home using POP or
IMAP you have to tell your mail client to actively ask the server if you
have new mail.
