Why do I have inconsistent font sizes in Outlook 2003 sent email?

In our office a number of us are having a problem with inconsistent font
sizes in Outlook 2003 messages (running with exchange). They look OK when we
send them, but when we look at the sent mail, and presumably when the
recipient gets them, some text is larger than it is meant to be. Example as
below:
