Why do categories disappear from emails when I move them fom the .

I am tagging emails with categories, sometimes using rules to do so as they
arrive, but when I move them from the inbox to a different folder, the
category sometimes disappears. I don't know why some do and others don't. I
have removed the clear all categories rule (think this was a default
setting). Ideas?
 
Version of Outlook? What type of email account?

Is the category actually being removed or is color or other highlighting set
by the category disappearing? If you are using Views to highlight
categorized items and change folders, the view needs to be applied to the
folder.
