Because there's not enough content in the window
so the scrollbars are disabled (aka greyed) but not removed?

In that case there's nothing for an end-user to fix.
Either a webpage designer specified a scrollbar
regardless of whether there was content which needed scrolling
or there was nothing so explicitly coded in which case some may
regard unnecessarily leaving a scrollbar on as a deficiency
of the browser.
