Because there's not enough content in the window
so the scrollbars are disabled (aka greyed) but not removed?

Thanks. How do you fix this?

In that case there's nothing for an end-user to fix.
Either a webpage designer specified a scrollbar
regardless of whether there was content which needed scrolling
or there was nothing so explicitly coded in which case some may
regard unnecessarily leaving a scrollbar on as a deficiency
of the browser.

Now I understand what you said earlier about "lack of content". But, I'm
referring to windows that DO have sufficient content, and DO have scrollbars
that normally work, and suddenly don't. The only way I get these to work is
to reboot. There must be another way.
