I have been publishing my website for over a year now and last week went to
update it and after publishing found no changes to the website. After a
little investigating I found that the destination had been changed by
Frontpage.

ie: previously the site was www3.ns.sympatico.ca/vanritchie
now it is www3.ns.sympatico.ca/v/vanritchie/vanritchie

Sympatico does not support http publishing o it is through ftp. But that has
always been the case.

I suspect is it just the directory structure your host uses to store
members' web pages on their servers.

It doesn't look like you have a full domain name; I assume "Sympatico" is
the name of your host (or ISP).

It's not FP. Your FTP goes to your personal (home) directory assigned to
you by your ISP. Your ISP changed the URL scheme or the scheme for
storing users directories.
