Why can't I use my Contact List to send e-mails?

In Outlook 2003, I have a well populated list of contacts; however, when I
attempt to send an e-mail to a member of my contact list, Outlook 2003 states
that there are no contacts. I can clearly see the contacts, so why doesn't
the program recognize these contacts?

I printed out and followed the instructions, and still doesn't work. # 3 in
"How to Mark Your Contact Folder for Use with Your Address Book" doesn't
allow me to select anything, type a descriptive name, etc.

Then you've not followed the directions correctly.
Exactly what does the Outlook Address Book Tab show in the Folder's
properties?

list. I suspect I would want to choose the Contacts folder.
However, i do not have a "Contacts" folder in the folder list. I get
to my contacts by clicking on the contacts tab in the lower left of
the screen (listed with Mail, Calender and Tasks). How do i complete
this process if i have no folder to select?

Use either the Contacts view that you describe, or the Folder List view.
Right-click the Contacts folder, choose Properties, select the Outlook
Address Book tab and check the box marked "Show this folder as an e-mail
Address Book".

Define "it didn't work". Be explicit.
 
Most likely you are not opening the correct folder in the address book. Look
to see if you are. Remove any old or invalid references to Contact Folders
here:
Tools > E-mail accounts > View or change existing directories or address
books > Outlook Address Book > Change.
