why cant i open the free/busy information on an appointment in an.

the company standard is to share calendars. when i double-click on
appointments in most of other people's calendars the appointment details
open, and I can see attendees, meeting details, etc. however, in some
people's calendars i can't open their appointments. i get the message "can't
open this item. unable to open the free/busy information", even on
appointments that don't appear to be "private".
I'm using outlook 2000 on an email server, but can't tell who is using
outlook 2000 or 2003.
 
SYMPTOMS
When you use the meeting planner to view another person's free/busy time,
you may receive the following error message:
Unable to load free/busy information
CAUSE
This behavior may occur because there is a problem with the other person's
published free/busy information.
RESOLUTION
To resolve this behavior, refresh the free/busy information by running
Outlook with the /CleanFreeBusy command-line switch on the computer that is
experiencing problems publishing free/busy information. To do this: 1. Click
Start, and then click Run.
2. In the Open box, type outlook.exe /cleanfreebusy.
3. Click OK.
 
We are experiencing the same problem and this does not resolve it. It only
occurs to users using outlook 2000 and trying to view someone using outlook
2003.

Anyone found a solution?
