Why can't I open Outlook 2003?

Just tried to set up Outlook 2003 with my Comcast email for the first time.
Everything tested fine. However, Outlook will not open and gives me the
message: "Unable to open your default email folders. An unexpected error has
occurred. MAPI was unable to load the information service msncon.dll. Be sure
the service is correctly installed and configured." Now when I try to
unistall the email account through the Control Panel it won't allow me to do
that either.
 
msncon.dll is the MSN Connector that you use to access a paid Hotmail (or
MSN) account. Is this what you're trying to do? If so, download the MSN
connector again from MSN and reinstall it. If you don't use Hotmail or MSN,
create a new profile and don't install this service.
