Why can't I load FrontPage 2003 when Office 2003 Pro is installed.

I've upgraded to Vista, and reinstalled Office XP Pro. I went to install
FrontPage 2003, and it does not reconize Office, and will not load. Both
programs are full versions and not upgrades
 
FrontPage 2003 is a newer product than Office XP which is aka 2002. Simply
install FrontPage 2003.

What do you mean that FrontPage doesn't "recognize Office?"
