Why can't I get to "Set Database Password"

I am following the instructions for setting a password on my Design Master
but when I get to the "Set Database Password" step, it is grayed out and I
cannot select it. What gives?

Hon, the design master *is* the first replica of a replicated database. If
you want to set a database password you need to create a new database and
import the user tables and other objects from the design master into this new
database. Open this new database in exclusive mode and set the database
password. Use this new database not the replicated database.
 
Let me make sure I understand you. Once I have created a database, if I do
not set up the password in the initial phase, then there are no other
opportunities after that?

If you set a database password on the database first you won't be able to
replicate it later. If you want security you need to apply User level
security.
