Why can't I change the boot sequence? please help!

I need to reinstall Windows on my PC but in the Bios I am able to see the
boot sequence but for some reason I am unable to change it, it is not
highlighted as it usually is nor are any of the other options in the bios.
Please could somebody help as we are pretty much clueless now.

what do you see in the boot menu. This will appear only if there is more
than one OS on different partitions.

Tell us what is written in the menu at the bios and then we will be able to
understand what is going on and then help you further. And if you want to
reinstall the OS you will have to resort to formatting the partition.
 
Check to see if someone has use some sort of Administrator lock on the BIOS
to prevent modifications.
 
What is the make/model of the motherboard, some (such as Intel) require a
jumper change to configure the BIOS.
 
The option should still be there and be available even with only one OS
installed.
