Why can some people see the contents of free/busy and others not?

The appointments are not marked private and people are not set up as
delagates but they can see the contents of a meeting on someone elses
calendar while seeing if a person if free. Other people looking at the same
time frame for the same person can only see that they are free or busy. What
makes the distinction between the two?
 
Is this using the scheduling tab? If you don't want someone to see your
appointment details, uncheck the option under the Calendar Options->Planner
Options.
