Why are the "contacts" sorted by first name & not last name in Vis

Because that's the way they do things at Microsoft. You can right click on
the columns and customize them to sort by Last Name, First Name as the rest
of the world does.

But there are so many categories that you risk getting a repetitive strain
injury clicking "Move up".
 
The 'Name' column displays the data found in the 'Full Name' field of the
contact (Under the 'Name & E-mail' tab when you edit a contact). There is a
drop list button that allows you to select the LastName, FirstName format.
You can also type any text you want into this field and that will display as
the name.
 
I have tried sorting on last name, but only two-thirds of the list sorts
correctly. A large number of names stays on top without sorting by last name.
These contacts have first and last names listed in the entry. How can I get
the whole list to sort by last name?

In a detail view of the Contacts folder, with the 'Last Name' column added,
does a last name show for the contacts that won't sort?
