Why are images not showing up after I publish my page?

For some reason, I'm having an issue with certain parts of my site. One of
the issues is with one of the images showing up. The image's size was
768x40pxls, and I thought that maybe it was a size issue, so I kept reducing
size but it still never showed up. The image in question can be accessed at
http://www.blackfedorah.com/images/border.jpg

Here's how the page looks in FP 2002, and this is what it is suppose to look
like:

Here's what it looks like when I publish it:

You'll also notice that the photograph comes up at a significantly lower
resolution. I'm curious what that issue might be.

There is also an issue with the borders, as they show up disconnected with
the images they're suppose to be attached to.

Any help would be greatly appreciated.
 
If you were to give a URL to the actual page, it would be much more helpful.

I hope you're not using FP to make changes to your images!!! You must do all
your image editing changes with a program such as Photoshop elements, Paint
shop Pro or Irfaview.

I see all images on those pages
- but the ones on http://www.blackfedorah.com/links.htm take a while to load since you have over 760KB of images

Grab your self a copy of the free IrfanView, www.irfanview.com and use it to resample your
images, and save them at about 75 percent quality.

You can greatly reduce the file size without loosing any quality.
Then republish them.

Thanks for helping out. I figured out a way around a few things, and I'm also
going to reduce the size of those images!
