Why are all my OE attachments called unsafe? Help!

I downloaded a number of Windows 2000 updates back on Aug
2, 2003. Ever since that time I can't access any
attachments. I get the message: "OE removed access to the
following unsafe attachments in your mail:". This is true
for every attachment I get. It includes photo attachments
coming from our kids, grandchildren, written attachments,
everything. I even sent myself a message with a brief
attachment I typed on our Microsoft Works WP, and got the
same message. HELP!!
 
In Outlook Express, go to Tools, Options, Security, then uncheck the box
that says "Do not allow attachments to be saved or opened that could
potentially be a virus."

See the link below. This was done because most worms/viruses come through email
attachments. My virus scanner catches several each week. Be sure to install and use a
virus scanner such as Norton [and enable auto updating] that scans your email
massages before you make any changes or you will have a HIGH probability of getting a
virus and possibly have to reinstall your operating system and all the
