Why are 5.25" DVD/CD drives noisy?

May seem like a silly question, buy why are 5.25" optical drives used in PCs
so noisy when they kick in?

My DVD player isn't noisy, my CD player isn't noisy. So why are PC drives?

Your CD player reads at 1x, not 48x. Your DVD player reads at 1x (DVD,
which is like 3x CD), not 16x.

When I play a DVD in my combo drive it is whisper quiet. When I read a CD
(like when installing a game) it sounds like a lawnmower.

THe faster the drive, the noisier it is. THe sweet spot was 8 speed
CDROM drives. After that they just got louder until we've got to the
jet engine 52x we have now.
