Why administrator have no right to add zone

Dear all,
I got a dns configured by others before, now I want to add a new
zone or
change other settings, but the dns complains Access denied,even though
I already login as administrator and have the full right to control
the dns. what happened? Administrator cannot chnge the setting of DNS.
Is there something changed in registry or maybe I can resolve this
easily?

Is the DNS Server also a Domain Controller in Active Directory?
If yes, does the 'administrator' account you are using belong to the correct
security principals (groups such as Domain Admins, DNS, etc.)?
