Whole screen

Why do some web pages only use 2/3 of the screens width.
The page will cover the screen, but the text and graphics
only fill 2/3 of it. Is it so you can drag and drop to
the desk top?
 
Can this be the issue?

and everything was centered. It wasn't just like that in Hotmail. It was

Sounds like "Use my Style Sheet" ......
Internet Options | General [tab] | Accessibility [button]
Any options selected there? Note: by default all 4 should be unchecked.

May also have been caused by a parasite using .css files.
