Updates that are not installed properly are ticked in red.

Try seeing what version of affected files you have, the knowledge base
article on this states that:

Compare these two files with those on your computer. (To check the version,
right-click on the file and choose "Properties", then the "Version" tab)
You could also try installing the update from it's "stand alone" installer:

Choose "Find updates for Microsoft Windows operating systems", "Windows 98
and Windows 98 Second Edition", click on "Advanced search options" and
enter 823559 in the search terms box.
Press the "Search" button, click on "Critical Updates and Services Packs
(1)", and then Add the item to the download basket. Hit "Go to Download
Basket" and then choose a folder to download the update into. Once it's
downloaded, open up your chosen folder and try the update file.
Microsoft offer free of charge support for Windows Update issues and this
may be within that scope, so you could try contacting them if you need
further assurance.
