Who has higher rights than Admin to kill a task ?

Why can't I kill a task (ccApp.exe) when logged in as Administrator; I
get "access denied". ccApp sometimes goes awry and starts to use 99%
of the CPU, causing everything else to become unusable. It's the exec
process of NAV, and I'll deal with them separately, but why does it
have higher priority than the Admin.
 
It doesn't really. It runs as a service. Control Panel|Admin Tools|Services
