How do I create a white list (do not filter) including people who are not in my
global lists?


Even the smallest list in Outlook 2000 doesn't fit on the exchange server if I
try to set it to Stop Processing in the Rules Wizard.

Even if it only happened after it went through the server it would be better
than nothing.
 
You can whitelist by defining a rule, like:

Apply this rule after a message arrives
sender is in <contacts> Address Book
and on this machine only
stop processing more rules
<duplicate of above rule for each contact-type folder>
Apply this rule after a message arrives
move to <junk/trash> folder
stop processing more rules

If the sender is listed in one of your address books then their message
is retained. Else, it gets junked or trashed (or whatever action clause
you selected). Remember that contact-type folders only get added to
Outlook's Address Book (which really isn't an address book but a
compilation of address books) by right-clicking on the contact-type
folder and selecting the option to include it under the Outlook Address
Book tab. If you have N contact-type folders then you need to define N
copies of this rule; Microsoft does not allow selecting multiple
contact-type folders within a rule.

If you have no intervening rules and you only have one contact-type
folder (Contacts) then you could use one negative rule:

Apply this rule after a message arrives
move to <junk/trash> folder
except if sender is in <contact-type> Address Book
stop processing more rules

I am not using Exchange right now so I can't see if the global address
book is a selection in the drop-down listbox of contact-type folders.

I haven't found this setting, either in rules nor when I try to set up
out-of-office replies. Is your version of Outlook more recent than my Outlook
2000?

When I try to do this, I get to the "people or contacts", and can select people
from one or more of my contacts. This has two faults:
1. It has to be re-done whenever contacts change.
2. There are too many people in my contacts - the rule fails.

Or am I missing how to do what you suggest?

provide the missing functionality in rules.

I'm not seeing one, but thanks for the link.
