Often, after startup, a white square with a blue banner
appears in the taskbar. It does not respond to clicking
on it and remains static. When I restart the computer,
it's gone.
Does anyone know what the problem is, and how to fix?

When you see this appear, press Ctrl+Alt+Del to see what's listed in the
Task Manager. Compare to a Task Manager list after a normal startup. Any
differences? Or check Event Viewer to see if there is more information
about a "hung app."
Occasionally a small program or module (a small part of a larger program)
may be loading at startup. If it runs into an unexpected condition, waiting
for another driver to load for example, it may just forget to remove its
taskbar button but run perfectly - or - the app may crash, never load
completely and leave a remnant taskbar button behind. There may be an
update for the program to address the loading problem. You'll need to do
some detective work to figure out what that startup item is.
If this is a consistent event at startup, you may want to review what's
allowed to run at startup. Using the process of elimination (and MSCONFIG
to aid you), pinpoint which startup item is having trouble loading.
If it doesn't happen at every startup, shelf the problem and perhaps run
chkdsk and/or defrag.
