This is not something we plan to support. Unfortunately, there has been so
much work in the Whidbey CLR with new features and metadata formats that
targetting older versions of the CLR is difficult and not something we test.
Going forward, we've been communicating the need to have the ability to
target specific CLRs with arbitrary toolsets. Hopefully, that will be
possible with future versions of Visual Studio.
