When I look at the PDC DVD, the Whidbey contains only the current CF, not the future CF V2
Am I right or did I miss the CF V2
If I miss it, where it is ?

You are right, the Whidbey PDC bits do not contain V2 of the .NET CF but V1.

The best I can say right now is there might be a beta version available at
the Mobile DevCon (March 24-26). If you look at the conference highlights
(http://www.microsoftmdc.com/highlights.aspx) you will find the following
sentence: "First access to beta versions of Visual Studio "Whidbey"
featuring device development (when available)".

Hi Eric, As Maarten mentions, the build of Whidbey that will be handed out
at the MDC event will contain the NET CF V2.0 Version. If you are a
registered Alpha / PDC customer, a refresh of the bits should also be
mailed to you.

Thanks
Amit
