No. The .NET Framework is not delivered via SP's. It is available as an
optional item in Windows Update.

My understanding is that 2003 shipped with 1.1,
Vista with 3.0 and 2008 with 3.0.
Which is not that attractive.
I would say that you should require 3.5 SP1 and
tell users to install/upgrade to that.
