Which version of Access should I set up my Security In

I've created a database in 2003, but also have 2007 which is where the
database will be running, which version is better as far as setting up
user-level security?

That's wrong. Access 2007 does support ULS if you use the MDB file
format. If you use the ACCDB file format then you are correct., ULS
isn' support for the ACCDB file format.
you need to use some version of SQL
Server for that. (can be Express, which is free).

Which is going to be more work, require the IT department involvement
but would also be more secure.
