Which template is recommended to lay out a webpage(s) design?

Trying to design a website. I would to lay out my design for the website
administrators graphically. I would gladly take a suggestions as to a
particular Microsoft Office (or other) product AND a template to ebgin to
sketch my ideas.

Thoughts?

Find a site layout that you like and proceed to make one like it.
The microsoft addins site has a bunch of free templates

I'd go for a footer masthead and a place for the menu ....

Try using PowerPoint and use the autoshapes. You can "connect pages". You
could also use FrontPage if you have it, and just create pages and drag them
around in navigation view. Even if they don't use the actual web you create,
the ability to do a quick web layout might be helpful for you---probably
depends on the depth of your web.
