Which Start Menu??

While logged on as Administrator I install a new program in WinXP Pro and it
seems sometimes the program shortcut is added to the Administrator Start
menu, and sometimes to the All Users Start menu. How is the location of the
installed program shortcut assigned / controlled?

This is controlled by the installer software and cannot be changed by
the user. You have to manually sort the shortcuts later.

Sometimes however you DO have the option of choosing depending on the
installation program.
Sometimes it lets you choose, via a drop down menu, whether to install to
Current User or All Users.
