I am looking for a new IDE hard drive (ATA100). Which is the best between
Maxtor, Seagate, and Western Digital?

To be used as a slave drive in an existing system or as a
replacement hard drive? General rule for the former situation,
possibly something from the same manufacturer and model line.
And for the latter, Western Digital 7200 RPM.

Maxtor and Seagate are now the same company, so your choices are
really only two. Toss a coin.

Good luck

All of the brands you mentioned have had good quality years and bad quality
years. With any of them, be prepared for an eventual failure by keeping your
important files backed up.

My choice is Western Digital because I've never had problems with them. That
does not necessarily mean than WD is any better. It could be just dumb luck.

So I suggest that you read the reviews on the current models of the brands
you mentioned. They might be of some help in making your choice.

With the price of HDD being as low and getting lower all the time you should
get the biggest you can afford. I use Western Digital. So far with my
fingers crossed I've never had a failure. It's more important to get a good
backup program to get your data and programs you can't afford to lose onto a
drive that is "off site". With DVD's now holding up to 9 gigs it's worth
getting a drive for that as a way to protect your data.
