Which DC is controlling GP?

I have a 2003 Domain Controller where GP and GP Management are installed. I
make modification to GP then run a gpupdate /force on my workstation. Nothing
happens. When I run gpresult it tells me the GP policy is coming from my 2000
Backup Domain Controller.

When I check GP on the 2003 machine it says that the 2003 machine is the
domain controller. Why do the workstations keep looking to the BDC for GP?
Can it be changed?

If it can't be changed, how do I push the new settings immediately down to
the 2000 BDC?

When leaving NT4, you leave PDC and BDC. 200x has a PDC Emulator (one of
the FSMO roles). If you had a 2000 domain, and added the 2003 box to
upgrade, it might have left the PDC Emulator role on the 2000 machine. You
could do a secedit /refreshpolicy on the 2000 DC to get it to update (or
wait for replication to happen naturally). The other thing you could do to
force it is go into Sites & Services, and right click on the DC's and select
"Replicate Now"
