Which CD-keys are activated?

I've inherited from the last IT manager a stack of Windows XP Pro
packets...large blue and orange folders with CD-Keys printed on the
inside (no sticker) and Version 2002 printed at the bottom right. A
few have pc names hand-written on them, but the majority don't. Does
Microsoft maintain an query-able list of CD-keys that have been
activated or some way to find out what machine is tied to which CD-
key?

As long as it's not a exceedingly large number of computers you could try
Belarc Advisor:

It does a good job of providing a wealth of information including product
keys.
If you print out the results you will also have a good inventory list
(software/hardware/etc) of each computer.

No. You can find the product key on each machine by using any of
these:
