which brand for lest expensive ink cartridges?

OK. Two bad printers.

Of the budget desk/ink jet printers currently available (HP, Lexmark, Epson,
Canon, etc), which brans has the least expensive ink cartridge costs? My
impression is Epson. Is this correct?

NO

The Canon IP4300 gets the best mileage and has the lowest ink costs.

You're probably right, though an Epson single color cartridge will run you
approximately $12.
If you're considering refilling and using a chip resetter for an Epson
cartridge then investigate spongeless cartridges with a chip resetter or
ARCs (auto reset chips) that don't need chip resetters. The facts that you
can easily (I mean it without exaggeration) refill spongeless cartridges and
reset the chips without contributing to landfill space and save tons of
money with excellent printing results makes this venue worth exploring.
