Not really. You can request read receipts, but the person needs to open the
message or mark it read and then allow the receipt to be sent back to you so
not getting a RR is no guarantee they didn't read it.
And to add to what Diane said, I and many others, NEVER allow a read
receipt.

After furious head scratching, Seth Williams asked:

In addition to what the others have told you, many servers don't allow read
receipts either.
We get many people posting here that they see messages sending in Outlook
that they haven't composed and think they have a virus or something else is
wrong. In reality they're usually stuck read receipts.
