I'm looking for the Snap-in for the Active Directory
Users and Computers Snap-in for Windows 2000 pro. Where
can I download it from?

Adminpak.msi - best to get it from Windows 2000 Service Pack 4 because then
you know all the tools are up to date.

in Explorer, connect to \\<server name>>\admin$ and search for AdminPak.msi.
Execute it and there are your tools.
