Where to Download "dll" files??

I can not access secure sites, in IE6.
Under "file versions" in "System Information"
iecont.dll and iecontlc.dll Files are missing
I need to find a source to download these files and maybe
it will restore IE ability to access secure sites.
Any way the issue is that I can not access secure sites
nor can I access Windows Updates link under the Tools
button.
