There is no Tools menu in Word 2007. What are you trying to do? If you are
trying to set options, click the Office button, and then click Word Options.
There is no menus in Word 2007 at all. The old Tools menu item are moved into different tabs, for example, the old Compare item is moved into Review Tab in Word 2007.
Acutually some third party add-ins can help us recover the old menus in Word 2007 Ribbon. The Most famous are Classic Menu for Office 2007 (released by Addintools.com) and UBit Menu.
