Where is the No Override option in the new Group Policy console?

When I do a properties on the top level domain, and click the Group Policy
tab, it says it is no longer used because I have the new Group Policy
interface installed, and on the old Group Policy tab is where this item used
to be - where the heck is it now?? Luckily one of my admins hadn't upgraded
to the new console, so he could set it.
 
'No Override' is now achieved by enforcing the gpo with the GPMC interface.

Right click GPO, Enforced
 
OK, if I enforce a GPO on a lower OU, is that the same as turning No
Override off?
 
Ok, just to clear up, if I have a certain policy set on a higher OU, and on
a lower OU I have enforced set, and have specified a different value for the
same policy object, which wins out - the higher GPO or the one applied to
the lower OU?

The lower OU, but you don´t need to enforce the lower one, because
you confirm the default inheritance ...
